Hannah Carter

Staff Attorney

Hannah Carter joined Pacific Justice Institute in 2024, bringing with her a wealth of experience from her previous role as a Business Manager for several multinational corporations. While excelling as a corporate executive, Hannah also dedicated her time as a volunteer Allied Attorney with Alliance Defending Freedom, advocating for religious liberty and constitutional freedoms. Hannah earned her Juris Doctor cum laude from the University of Dayton School of Law. She also holds a master’s degree in New Testament from Trinity Evangelical Divinity School and a bachelor’s degree from Cedarville University. A distinguished member of the prestigious Blackstone Legal Fellowship, Hannah’s legal expertise and commitment to her faith guide her passion for protecting religious freedom, the sanctity of life, and offering legal counsel to churches on safeguarding their rights. Her legal career includes internships with then-Senator Mike DeWine, former Congressman Bill Thomas, and the National Right to Life Committee. Her personal connection to the pro-life movement deepened when her daughter, Valerie, was diagnosed with “severe fetal anomalies” during a 12-week ultrasound. Hannah and her family embraced the journey, cherishing the moments with Valerie in utero, uncertain if they would be her only ones. Valerie’s survival has been a testament to the preciousness of life. In her free time, Hannah enjoys exploring the Pacific Northwest, often seen backpacking with her husband, Spencer, and taking their two daughters on hikes and beach adventures.
